MOSCOW, December 12 - RAPSI. The State Duma has passed a law in its second and third reading which revokes drivers of their licenses for repeatedly driving on an oncoming lane and also cancels the fines for the absence of powers-of-attorney.

The law stipulates that drivers will be fined 5,000 rubles ($162) and stripped of their driving license for four to six months for driving on an oncoming lane or on an oncoming tramway for the first time.

Drivers will have their license revoked for up to one year for repeatedly committing the violation, and if the violation has been recorded on camera, the driver should be fined 5,000 rubles ($162).

For repeatedly driving the wrong way down a one way road, the law proposes to deprive drivers of the right to drive for one year, and to fine them 5,000 rubles ($162) if the violation was caught on camera.

In addition, the law cancels administrative liability for driving without documents which confirm the right to own, use and dispose of the car in the absence of the car's owner.

Also, pursuant to the law, if a car has been prohibited from use due to some kind of violation and the state registration plates have been taken away, the plates will be returned to the car's owner or his or her representative after the violation has been rectified.

The law will come into effect on January 1, 2013.
