MOSCOW, April 12 - RAPSI. The Federal Bailiff Service in Moscow denied entry to the country to a Tajik national who has overdue administrative fines, the Moscow Department of the Federal Bailiff Service told RIA Novosti on Friday.

In accordance with Russian federal law, courts are authorized to order the deportation of foreign and stateless debtors as a means of enforcing judgments. Such debtors may be banned from entering Russia based on the discretion of the Federal Bailiff Service.

This is the first time bailiffs have employed this practice.

According to the source, the entry restriction was applied as a penalty for multiple administrative offenses (35 cases). Fines have been issued to the individual for these offenses to the amount of 212,000 rubles ($6,865).

The Tajik national was fined for establishing unsanctioned city, suburban and intercity bus transportation services in Moscow.

The bailiff service has prepared several dozen cases against other foreign nationals who have failed to pay their debts.  Until recently, travel restrictions have only been applied to Russian debtors. Russians ordered to pay large overdue debts by the courts were denied exit from the country.
