MOSCOW, November 17 - RAPSI, Sergei Feklyunin. A new system of rights in rem offered by the developers of amendments to the Civil Code will allow people oppose infill construction, reduce corruption in land plots allocation for construction and settle disputes between neighbors amicably, Anton Ivanov, the Supreme Commercial Court's chairman, said on Wednesday.

According to Ivanov, the authors of the amendments faced several fundamental tasks, including the establishment of general provisions on rights in rem, the concept of their ownership and protection and creation of a broad range of rights in rem for any possible situations.

Ivanov noted that the number of rights in rem in Russian legislation "became very small" after the Land Code adoption that was intended to make everyone pay for land.

Thorough regulation of neighborhood rights is a principally new feature of the draft law.
