MOSCOW, October 22 - RAPSI. The second reading of a bill to introduce control over officials' income and expenses will be held on October 26, head of the United Russia faction Andrei Vorobyov told RIA Novosti following the meeting of the faction's presidium.

The bill is expected to be passed in its entirety in October.

The then-President, now Prime Minister, Dmitry Medvedev submitted the bill in March. He asked deputies to consider the bill as priority, as part of the anti-corruption legislation package.

The bill passed the first reading in June.

Medvedev voiced the idea to control officials' incomes and expenses during his address to the Federal Assembly in December. The bill aims to detect major discrepancies between officials' revenues and expenses, since they have been obliged to declare their income for the past three years.

Under the new law, civil servants will also have to report on their income and expenses, as well as that of their spouses and underage children. This includes the acquisition of land plots and property, means of transport, securities and shares.

According to the amendments, if an official fails to prove that his sources of income are legal, they will be considered illegal. Various sanctions have been proposed, ranging from administrative penalties to criminal liability.
