MOSCOW, February 19 (RAPSI) – Methodology for the preventive detection of cruelty to children in orphanages is to be prepared upon the request of Russia’s Child Rights Commissioner Anna Kuznetsova.

The number of violence cases committed by the charity homes’ employees against minors recently increased by 2.5 times. Moreover, the number of offences against minors’ sexual integrity in orphanages upped by 13 times, Kuznetsova told journalists on Friday.

Therefore, the ombudsman’s office applied to Russia’s Education Ministry and Psychology Institute requesting to draft methods for the prevention of cruelty to orphans and the parties reached an agreement concerning the matter, she stated.

Currently, cruelty cases are revealed after their commitment, Kuznetsova added.
