MOSCOW, December 10 (RAPSI) – The Government Law-Making Commission has approved adjusting of the law on accident rescue service and status of rescuers as to the concept definition of justified risk.

It is necessary to regulate responsibility of rescue service’s commanders who must make hard calls and send subordinates to the hazardous tasks in emergencies, Chairman of the Association of Russian Lawyers Vladimir Gruzdev told RAPSI on Thursday.

In cases of infrastructure and security systems outages in mines, rescue operation leaders often do not have true and fair information enabling to appraise the mine working conditions and predict an accident progression. If an employee dies, the emergency chief’s actions are subject to a detailed legal analysis. It is of the utmost importance that a head of the rescue operation during emergencies was not afraid of taking responsibility and calling the shots, he added.

According to the Russian Ministry of Emergencies, over 26 miners were saved and 23 rescuers during 377 rescue operation conducted in the last 10 years.
