MOSCOW, June 10 (RAPSI) – The Government Commission on Administrative Reform (Commission) had confirmed the need to create a single authority regulating intellectual property issues on the basis of the present Russian Federal Service for Intellectual Property (Rospatent), the agency’s press-service informed RAPSI on Friday.

The Commission unanimously concluded that new powers vested in Rospatent should help to achieve the agency’s key objectives in the focus areas of its activities. One of such areas is the development and implementation of the public policy in the intellectual property sphere aimed at an intensification of development of this market. Besides, the Commission paid attention to the management of copyright issues aimed at increased transparency of organizations active in this area.

Rospatent should also be granted powers to regulate the sphere of intellectual property, what should enable the agency to react promptly to the respective market situation, as well as business, public, and state needs in this area.

According to Grigoriy Ivliev, the agency’s Director General, Rospatent, in its new capacity as a single authority in the sphere of intellectual property, is ready to tackle the problems formulated in the Innovation Development Strategy and repeatedly referred to by the President and Prime Minister of Russia. “We have opportunities to develop the intellectual property market, to improve it, we are able to assist home businesses to patent abroad,” – Ivliev said. According to the Rospatent head, the agency’s experts were ready to work on creation of patent landscapes aimed at determination of upcoming high-tech industries ensuring the development of the country, and occupy own niches on highly competitive international markets.

The Rospatent representative reminded that Liliya Gumerova, Deputy Chairperson of the Council on Intellectual Property at the Federation Council, the upper house of the Russian Parliament, had supported this idea on behalf of that authority, saying that the Federation Council fully supported the concept of establishing a single authority in the sphere of intellectual property management and vesting Rospatent with maximal powers in this area.

The idea of a single authority in the sphere of intellectual property was also endorsed by other officials present at the Commission meeting.
