MOSCOW, July 22 (RAPSI) – Russia’s High Commissioner for Human Rights Tatiana Moskalkova proposed to create an expert group that would tackle an issue of handing over the drugs to patients during the Federation Council’s meeting on Monday.

According to Moskalkova, non-provision of necessary medicine to ill persons is a crime depriving disabled children and adults of the legal right to medical service.

Earlier, police arrested a woman living in the Moscow Region on suspicion of drug trafficking. She bought medicine unregistered in Russia for her severely ill child through the Internet and was apprehended when attempted to receive the drugs at a post office.

The case was closed due to a public outcry, but the woman failed to receive the drugs.
