MOSCOW, September 7 (RAPSI) – Russia’s business ombudsman Boris Titov has proposed to establish special courts for review of disputes involving residents of innovative territorial clusters and special economic zones, the ombudsman wrote on his Facebook account on Thursday.

Earlier, during a speech at the Eastern Economic Forum in Vladivostok, Titov proposed to follow the example of Chinese Guangzhou showing efficiency of specialized courts, including maritime and intellectual property ones.

The ombudsman noted that businessmen of Russia’s Far East are experiencing increased administrative pressure from authorities. He said that the region has disproportionately high amount of administrative cases, 2-4 times higher than in the rest of Russia while most cases are related to the sphere of customs.

According to Titov, implementation of tax solutions and creation of innovative territorial clusters decreased expenses of business entities but the issue of risks for entrepreneurs remains important.
