MOSCOW, February 11 (RAPSI) - The Interior Ministry has drafted a bill that would allow the police to test pedestrians and passengers, in addition to drivers, for intoxication. To take advantage of the law, the ministry plans to purchase over 11,400 breathalyzers at 572 million rubles ($16.4mln), Kommersant reports.

A new article will be added to the Code of Administrative Offenses that stipulates that an individual suspected of committing an administrative offense can be tested for blood alcohol content if there is evidence of alcoholic intoxication. The police would be allowed to test non-driving individuals if they, for example, violate public order or breach protest regulations.

The Interior Ministry explains that the amendments are necessary in order to impose tougher sanctions on, for example, disorderly drunk people.
