LONDON, July 1 (RAPSI) - British Prime Minister David Cameron has apologized to Kazakh artist Karipbek Kuyukov, who was born without arms, for the actions of British border services, which refused to issue him a visa due to failing to provide fingerprints, RIA Novosti reported.

In April, Kuyukov told British media that he was planning to attend a nuclear non-proliferation conference in Edinburgh. However, shortly after submitting visa documents, he received a letter from the British Consulate in Istanbul saying he was to resubmit the visa application, as his "biometrics were of poor quality."

The artist, who was born near the nuclear testing ground in Semipalatinsk and is known for his participation in nuclear disarmament campaigns, had to cancel his participation at the conference.

"That was clearly deeply regrettable," David Cameron said during his visit to Kazakhstan. "That's being put right and it shouldn't have happened," the Independent quoted him as saying.

Earlier, the British Home Office said that a misunderstanding occurred when drawing up documents. The artist, however, said that he mentioned in his application that he was born armless and paints with a brush in his mouth or toes. 

Kuyukov is known in the West for his paintings calling for nuclear disarmament.
