MOSCOW, December 18 - RAPSI. President Vladimir Putin believes that it is necessary to finish creating administrative legal proceedings and to approve the corresponding code in the near future.

"First of all, we need to finish creating administrative legal proceedings, to approve the corresponding code in the shortest possible term, and to form judicial panels that will resolve the disputes of citizens with state and local authorities," he said while speaking at a congress of judges on Tuesday.

The president added that administrative legal proceedings are aimed at protecting citizens, and it is the state authorities - not average citizens - that should be tasked with proving their positions.

"I know the excessive court workload remains a huge problem," he said. "We have been looking for a solution for years. We have approved the necessary legal acts on pretrial and out-of-court procedures to resolve disputes. But let's be honest, they are implemented slowly and unwillingly."

He stressed that the workload continues to grow, and urged the judges to think about what needs to be done to reduce the workload.
