Federation Council approves creation of child adopters blacklist

MOSCOW, July 26 (RAPSI) – The Federation Council approved a bill creating a special register of bad faith adoptive parents and guardians on Friday.

The blacklist will help regulate the information exchange between authorized bodies to prevent adopters and guardians deprived of parental rights from repeated child adoption, the statement released on the website of the parliament’s lower house reads.

Under the bill, courts would be obliged to forward copies of judgments on termination or restriction of parental rights, reversal of adoption and restoration of parental rights to guardianship and custodianship agencies.

Currently, former adopters, people, whose parental rights were terminated or restricted, as well as those who were barred from guardianship for inadequate fulfillment of their responsibilities, may not adopt or take guardianship over a child. However, they can move to another region and adopt a child there. The proposed register will prevent such steps, the bill’s sponsors believe.

Amendments have been proposed to the Family Code of Russia and law on the State Database of Children without Parental Custody. The blacklist is expected to come into force on January 1, 2020.
