MOSCOW, May 15 (RAPSI) – Russian government has submitted a bill simplifying the procedure of granting temporary stay and resident permits to foreigners to the State Duma, according to the statement released on the website of the Cabinet of Ministers.

Thus, a temporary stay permit is supposed to be granted without regard to quotas to Russian-born foreigners, spouses of Russians having a place of residence in the country, foreign investors, foreigners joined the military service in Russia, Ukrainians or stateless persons permanently living in Ukraine, refugees or persons with temporary asylum in Russia, participants of the State Programme to Assist Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation.

The bill also envisages reduction of time limits for the examination of applications for the temporary stay from 6 to 4 months.

Moreover, the draft law extends the list of people, who may get resident permit without temporary residence.

According to the statement, a statutory innovation is indefinite leave to remain except granting of the residence permit to highly skilled professionals and their family members (until their labor permit is effective) and qualified professionals (for 3 years).
