MOSCOW, July 5 (RAPSI) – The State Duma working group on legislation improvement has drafted a bill to ensure fire safety in places of mass gathering. The initiative will be soon submitted to the lower house of parliament, the statement by the party United Russia reads.

According to the State Duma deputy chair Petr Tolstoy, the bill would oblige the national fire authorities to participate in examination of planning documentation during building and reconstruction of capital construction objects and issue corresponding findings. The draft law also envisages the check of construction equipment and materials’ compliance with fire safety regulations.

Moreover, the government would establish a procedure of the state monitoring of mass gathering objects’ fire safety.

The bill is aimed to prevent in future such tragedies as happened in the city of Kemerovo, according to Tolstoy.

The fire in Kemerovo’s Zimnyaya Vishnya (Winter Cherry) shopping mall occurred on March 25. According to investigators, 60 people including dozens of children were killed by fire.

A criminal case has been launched over involuntary manslaughter, violation of fire safety regulations that left more than two persons dead and provisions of services that don’t meet safety requirements.
