MOSCOW, January 19 (RAPSI) – The State Duma adopted a bill on improvement of children’s safety and advancing services provided by organizations specializing in rest and recreation in the first reading on Friday.

Authors of the bill propose to establish obligatory standards for contracts with providers of such services. This amendment will present these contracts as legal evidence of families’ relations with these organizations, MPs believe.

The draft law fixes a new form of civil control over state bodies tasked with organization of recreation for children. Regional governments are to establish public registry of all regional organizations providing the services and to publish it on its websites.

According to the bill, the state bodies are also to establish and publish a list of recommended tourist routes for organized groups of children.

On December 29, 2016, President Putin signed a bill on organization of recreational services for children prioritizing safety measures for their life and health into law.

The legislation clarifies and differentiates powers and responsibility regarding organization of recreation for children, along with its safety, between federal, regional and municipal authorities. New legislative initiative also introduces mandatory standards for tourist routes which involve children. Creation of special registry for organizations, specializing in recreation and health improvement for children, is also stipulated by the document.

In addition, the law introduces measures to provide tourist routes, including travel payments, for children in difficult life circumstances.

Russian society’s attention to organization of recreation for children was brought by a tragedy at a lake in Russia’s Republic of Karelia in June 2016 resulted in deaths of children.
