MOSCOW, December 16 (RAPSI) – The State Duma, the lower house of parliament, passed a bill in the first reading allowing authorities of cities to establish paid entry zones for cars.

Regional and municipal authorities would be given the right to temporarily restrict or stop movement of vehicles in order to achieve effective traffic conditions. Restrictions may apply to any kind of vehicle and may be introduced for certain days and time of day, according to the bill.

Restrictions may be inflicted by introducing payment for use of roads.
