MOSCOW, September 6 (RAPSI) – Lawmakers from the Amur Region have prepared a bill on punishment for dog owners who keep their pets off the leash, without muzzles and don’t collect animal waste during the walks, State Duma’s official website reads on Tuesday.

MPs propose to amend Russia’s Administrative Code by introducing a new article on “Endangering life and health of people through ownership of dogs.”

According to the bill, dog owners could be fined 1,000 rubles ($15) for such violations. For repeated violations dog owners may be fined 3,000 rubles ($46). If the violation is done by a child, parents are deemed to be responsible.
