MOSCOW, August 26 (RAPSI) — Car and bicycle rides that are held to express public opinion could be considered a form of demonstration and would hence need authorization, RBC Daily reports Wednesday, citing a bill.

A bill to this effect has been drafted by the Interior Ministry and approved by a government commission, which has recommended that the government consider it.

The newspaper writes that under the bill group vehicle rides would be considered demonstrations if they are held to express public opinion or sentiment and if they use posters, streamers or other visual images. The bill would not concern wheelchair users, scooters, skateboards or skates.

The bill also reads that the placement of tents in public places would be considered picketing, irrespective of whether these tents have any symbols on them.

If the bill is approved, car and bicycle rally organizers would have to coordinate their actions with the authorities and would be held responsible for participants’ compliance with law.
