MOSCOW, April 27 (RAPSI) – Alexander Bastrykin, chairman of the Investigative Committee, told Rossiyskaya Gazeta daily in an interview that primacy should be granted to domestic law over international law.

This concept needs to be introduced in Russia's Constitution, according to Bastrykin.

Russia's Constitutional Court should be authorized to verify whether principles of international law comply with provisions of the Constitution, Bastrykin said.

Application of principles of international law in international court proceedings with respect to Russia’s rights and legitimate interests should be checked as well, he added.

The lower house of parliament, the State Duma, should take part in resolving discrepancies between principles of international law and provisions of Russia's Constitution by making amendments to domestic legislation, according to Bastrykin.

Treaties signed by Russia might be repudiated if there are such discrepancies, he added.
