MOSCOW, June 24 (RAPSI) - The State Duma Committee for Security and Anti-Corruption Measures has developed several amendments to The Federal Law on Police. Among other things, the committee proposes the dismissal of police officers who are identified in corruption cases with no chance for appeal; releasing police officers from liability for damage or injuries and to require them to explain an individual’s rights upon arrest, Kommersant reports this Tuesday.

The Federal Law on Police was developed as part of Russian law enforcement system reform and included a change of title and the elimination of excessive functions. Also, the police force personnel count was to be reduced by 20% by January 1, 2012. The president signed the law on February 7, 2011.

Some of the changes to the package of laws would include new rules for dismissing officers who have breached the code of conduct. The Interior Ministry would establish commissions made up of personnel and internal security service directors to review the activity of department heads and to submit recommendations on the disposition of internal cases to the minister whose decision would be irrevocable.

The police could also be required to explain the charges and the rights of an individual being arrested or prior to interrogation. This amendment was to be introduced in 2010 and would be similar to the Miranda rights given to suspects in the US.

The proposal also requires that police officers be released from liability for injuries they could cause to criminal suspects when using weapons, equipment or physical force, as well as for damage caused to individual or private property in the course of duty, the newspaper reports.
