MOSCOW, April 21 (RAPSI) – The Russian government has submitted a draft law to the State Duma that requires television commercials to have the same average sound level as the programs they accompany, the lower house said on its website Monday.

The Federal Antitrust Service (FAS) would be obliged to determine the method of measuring the sound level of television and radio commercials based on Communication Ministry recommendations. It would also monitor compliance with the law, if it is approved.

The current sound level rules are sealed in a technical regulation, but the bill proposes changing this procedure.

Notations in the bill say the document is aimed at increasing the effectiveness of sound level monitoring and at mitigating consumer complaints about commercials that seem louder than the programming they accompany.
