MOSCOW, January 13 (RAPSI) - The State Duma Committee for Constitutional Legislation and Nation Building has recommended that lawmakers adopt a bill which would cancel administrative liability for underage prostitution, RIA Novosti reported Monday.

Presently, administrative fines are imposed on the young girls from 16 to 18 engaged in prostitution, Vladimir Pligin, Chairman of the State Duma profile Committee, said.

The bill proposes to class such minors among the victims and injured persons. This provision conforms to international norms. However, the draft law provides criminal liability for their clients.

Yelena Mizulina, head of the children's issues committee in Russia's lower house of parliament, and Yaroslav Nilov, head of the lower house committee on public and religious organizations, were among the lawmakers who have drafted the bill.
