MOSCOW, June 3 (RAPSI) - Motorcycle- and scooter-owners in Moscow are subject to the same rules as car owners and will be fined for using bicycle racks, a Moscow transport official told RIA Novosti Monday.

He said the current fine for parking a motorcycle in a non-designated spot is 1,500 rubles (around $47.20) and that the fine for leaving it in a paid parking space without a license plate is 5,000 rubles ($157).

Deputy Mayor of Moscow and Head of the Department for Transport and Road Infrastructure Development Maxim Liksutov earlier said that the development of a bicycling infrastructure in the city would lead to changes in road regulations. The department is working jointly with active members of bicycling groups to make plans for 2014 and to develop a special program by September/October 2013.

Moscow's Transport Infrastructure Development program for 2012-2016 will set up bicycling infrastructure, including at least 72.8 km of bicycle lanes and around 17,000 places to chain bicycles. Plans for this year include establishing 900 cycle racks.
