MOSCOW, February 28 - RAPSI. The Federal Antimonopoly Service has drafted amendments to the law on advertising to ensure that commercials are broadcast at a lower volume than the TV and radio programs, the regulator said on its website.

It is proposed as a direct action law, which means that it will become effective immediately upon its approval.

"This will help us mitigate public discontent over loud TV and radio commercials," the watchdog said.

Tatyana Nikitina, deputy head of the service's department of advertising and unfair business practices, told the Prime business news agency that the amendments will invalidate the advertising laws reference to technical regulations, which to this day have still not been drafted.

The absence of technical regulations precludes any possibility of securing court punishment for offenders.

Many countries have had problems with loud TV and radio commercials. Some of them, the UK, for example, have adopted direct action laws regulating the volume of commercials, the service said.
