MOSCOW, January 9 - RAPSI. President Vladimir Putin has submitted to the State Duma a bill which, if enacted, would introduce criminal liability for violations of registration rules concerning primary and temporary places of residence committed by Russian citizens, foreigners, or stateless individuals, the State Duma told RIA Novosti on Wednesday.

The bill would introduce criminal liability for the use of fake registration by citizens and foreigners alike. Sentences stipulated by the bill include fines ranging from 100,000 ($3,290) to 500,000 ($16,460) rubles, or up to three years of imprisonment or compulsory community service.

If an individual is found guilty of using false registration, he may also be deprived of the right to hold certain professional positions for up to three years.
Amendments to the relevant articles of the Criminal Code have likewise been proposed.

Individuals who provide investigators with certain types of assistance may be exempted from criminal liability. Fines for violating registration rules may also be added to the Code of Administrative Offenses if such violations do not contain a penal act.
