MOSCOW, April 12 - RAPSI. Bailiffs try not to prevent people whose debts do not exceed 5,000 rubles ($160) from traveling abroad, a senior official told journalists on Thursday.

Head of the Federal Bailiff Service Artur Parfyonchikov said nearly 2,500 debtors had been barred from traveling abroad in the first two months of this year.

The State Duma planned to adopt a bill by mid-June to allow debtors to travel abroad if their total debts and/or unpaid fines do not exceed 10,000 rubles ($320). The bill was drafted by Untied Russia MPs and submitted to the lower house on Tuesday.

Parfyonchikov said they would "recommend bailiffs not to apply this sanction against Russians whose debts do not exceed 10,000 rubles already after the second reading of the bill."

Bills must pass three readings in the State Duma, then be voted upon in the parliaments upper house, the Federation Council, and after that, signed into law by the president.
