MOSCOW, November 19 - RAPSI. 58 Constitutional Court rulings have not been implemented and over 200 subordinate legislative acts stipulated by federal law have not been adopted, Prime Minister Dmitry Medvedev said at a meeting with deputy prime ministers.

"There is no excuse for this. It is disgraceful," Medvedev said at the meeting.

He said that the government should act as an example of legal culture.

"This situation, which is not a new one, but something which has been developing over a long period of time (about ten years), means the government cannot act as an example. It demonstrates a level of nihilism in this area. Before asking others to take the correct stance, we must sort ourselves out first," Medvedev said.
