MOSCOW, August 20 - RAPSI. The government has submitted to the State Duma a bill envisaging strict punishment for inciting children and teenagers to drink alcohol.

The draft law will amend the Criminal Code and foresee two to six year prison terms for inciting minors to drink by force or the threat of the use of force. The crime presently carries up to six years in prison, but the minimal punishment is not specified.

The bill will also introduce administrative and criminal liability for manufacturing, purchasing, storing transporting alcoholic beverages without the requisite federal or excise marks for sale.

The legislation will expand the statute of limitations for administrative liability in this sphere.
