MOSCOW, June 14 - RAPSI. The Strasbourg court's decision to toughen the complaint procedure and should not be dramatized, human rights activists say and advise to retain lawyers while preparing complaints.

According to the Kommersant daily newspaper, the European Court of Human Rights has started to reject on formal grounds incorrectly prepared complaints from the citizens of five countries, including Russia, with no right for resubmission.

The head of the Agora human rights organization has named three requirements for the complaints - the document should consist of a completed form available on the court's website and a brief case description 1.5 or 2 pages long (except in torture cases), and the initial set of documents should include the applicant's power-of-attorney.

He added that the threat of being rejected above all concerns applicants or attorneys unfamiliar with the complaint procedure.
"These higher standards will trigger a growth in the court's professionalism to a certain degree," he said.
