MOSCOW, March 1 - RAPSI. Community councils at the local internal affairs agencies will be entitled to check the detainment conditions of the arrested and request any information from the police, Deputy Interior Minister Sergei Bulavin told journalists on Thursday.

The law "On Police" came into effect on March 1, 2011. In the result of the reform militia was renamed into the police, and the number of policemen was reduced by 22 percent. An important role was attributed to civil control. Social councils were set up at the local internal affairs agencies.

According to the deputy minister, the social councils will play a decisive role in the system reform.

Bulavin also reminded that heads of the local internal affairs agencies submit annual reports on their activities to the legislative assembly that is a "serious exam" for the regional authorities. Police station heads and civil defense wardens also report to the population every six months and three months respectively.
